The irc node for tilde.institute has been moved back onto tilde.institute itself. You can continue to connect externally via TLS, or you can connect via localhost:6667 (no tls).

Hey, is there any problem with IRCd now ? I was disconnected some hours ago and my client cannot reconnect. I could not see any ircd process running on ~institute, so maybe it crashed ?

I'm not sure if this is related, but it seems that the IRCd listening on localhost does not support TLS. Catgirl ONLY connects by TLS.

You can still use port 6697 for TLS.
I needed to set tls_verify = "no" using irssi for outside connection. Perhaps just a transient cert issue, idk.
for the cert to work you'll want to use the hostname institute.tilde.chat

Yeah, it crashed for some reason. Nothing in the logs. Not really sure what happened, but it's back up now.
