You're looking for irc.tilde.chat. More info can be found here: https://tilde.chat/

You'll need to connect on port 6697 with SSL if you're coming from an external server. If you connect to localhost you can use 6667 on one of the IRC nodes. I don't recall if institute is a node off the top of my head, though.
