[institute] IRC Issues - Hopefully the End

Hey everyone,

I ended up moving the IRC daemon to its own server. Hopefully that's the end of the issues with inspircd-3.0.0.

I apologize for the tumultuous IRC connection these last couple of days.

If you've specified the connection by hostname, eg institute.tilde.chat, then it should still work as soon as I can get the A-record updated.

Everything should be A-OK by the end of the night.

Let me know if you're still having issues after about 12 to 24 hours have passed.
