I would first check to see if you have any chat-esque processes running using:
# ps -aux | grep chat

If so, use `kill -9 <pid>` replacinging the <pid> with the PID of the process from `ps`. Assuming now are running, try launching weechat using the following alias commands built into tilde.team:
# chat

If that still does not work please let us know.
